13 yo girl, with no mum, needing some 'girly' things

I have a 13 yo girl (who does not know where her mum is) lives with dad and an uncle (with mental health/schizophrenia) and an angry nan – myself and her year coord have worked to help her get back to school half days – her dream is beauty but she has to wait until she is 15 until she can do an apprenticeship.
She leaves school early and catches up with her girlfriend , they used to do crime and hang in shops etc getting into fights. She wants to change but needs some nurturing and girl things.. if they could practise beauty at home it could keep her inspired about her future and at home – this link/kit from shein costs $32 .
