They don't have a working lawn mower, and they are needing to source one so as to maintain their lawn and meet their requirements as tenants. They are unable to afford the purchase of one themselves as they have several other expenses they are needing to prioritise, including suitable furniture, school uniforms, rent, food and other necessities. Receiving a lawn mower will significantly reduce the financial pressure this family is feeling and allow them space to put funds towards other needed items. A mower will also allow them to clean up their front and back yard, allowing the children space to play.
