Lovely 55yro vulnerable woman with critical health conditions needing portable air condition and heater

Lovely and kindhearted woman needing urgent help due to critical health needs.
Client suffers from end stage kidney disease, meaning her body can't regulate body temperature highlighting critical and urgent access to functioning cooling system. She, and her beloved pet dog moved into her new public housing property late last year and has had multiple maintenance issues. She's been without air-condition for over 2 months and still waiting for a replacement. She's had to couch surfed at friends' and families due to high risk to her health and was once hospitalised due to health complications after dialysis.
A portable air-con and heater help cool/heat other rooms in her unit as her small electric fan heater is enough only for her bedroom where she's mostly confined with an electric blanket to stay warm. She suffers from PTSD and anxiety. Once aircon is fixed, having portable heater and aircon as backup will be a welcomed relief. Any help with this would be greatly appreciated.
